KEMITRAAN – Partnership for Governance Reform is an independent Indonesian organization working to foster transparent, accountable, and inclusive governance through capacity building, policy advocacy, research, and innovative programs and projects that drive systemic change.

The Strategy & Institutional Growth Directorate supports organizational strategy, cross-directorate learning, change management, resource mobilization, and partnership development, ensuring that KEMITRAAN's activities are strategically aligned, policy-driven, and results-oriented.

About the Role

Under the guidance and supervision of the Senior Specialist/Lead, the Strategy, Policy & MEL (SP&MEL) Specialist supports the implementation of strategic planning, quality standards and compliance, monitoring and evaluation, reporting, and organizational change and digitalization initiatives.

The position serves as a focal point for ensuring that strategic plans, annual workplans, compliance frameworks, and monitoring and evaluation systems are implemented consistently and effectively.

The role also works collaboratively with the Knowledge Management Specialist, Partnership & Business Development Specialist, Multimedia Officer, and other relevant units and directorates.

Key Responsibilities

  • Support organizational strategic planning, annual planning, and budgeting processes across directorates and units.
  • Consolidate, review, and analyze annual workplans and budgets against organizational priorities and strategic objectives.
  • Monitor progress against Strategic Plan targets, annual priorities, and institutional commitments.
  • Provide technical assistance in the development, review, updating, and institutionalization of policies, SOPs, standards, and technical guidelines.
  • Monitor implementation of organizational policies, procedures, quality standards, and safeguards requirements.
  • Maintain the centralized repository of policies, SOPs, templates, governance documents, and compliance-related resources.
  • Collect, validate, consolidate, and analyze organizational performance data.
  • Maintain KPI tracking systems, dashboards, databases, and reporting tools.
  • Support organizational evaluations, assessments, strategic reviews, and performance monitoring activities.
  • Conduct project and field monitoring visits to verify reported results and support data quality assurance.
  • Prepare quarterly, annual, and ad hoc organizational performance reports, analytical briefs, presentations, and management updates.
  • Support organizational change, modernization, business process improvement, and digital transformation initiatives.
  • Coordinate stakeholder engagement, staff consultations, communication efforts, and change adoption activities.
  • Coordinate with the Knowledge Management Specialist to document performance information, evaluation findings, lessons learned, and evidence.
  • Contribute organizational data, results, impact evidence, and institutional information to proposals, partnership documentation, donor engagement, and resource mobilization efforts.

Qualifications and Experience

  • University degree in Management, Public Policy, Public Administration, Business Administration, Social Sciences, Development Studies, Organizational Development, or a related field. A master's degree is an advantage.
  • 5–7 years of experience in strategic planning, monitoring, evaluation and learning, compliance, or organizational development.
  • Proven track record in implementing policies, SOPs, and standards within complex organizations.
  • Experience in data analysis, reporting, and knowledge management systems.
  • Proficiency in monitoring and evaluation frameworks, KPIs, documentation, and digital tools for planning, reporting, and compliance.
  • Strong systems and critical thinking skills, with the ability to connect organizational processes and support evidence-based decision-making.
  • Strong collaboration and liaison skills with managers, specialists, HR, and other units.
  • Effective communication skills for disseminating policies, guidelines, and organizational knowledge.
  • Problem-solving and adaptability to support modernization and change management initiatives.
  • Fluency in English and Bahasa Indonesia, both verbal and written.
  • Strong attention to detail, integrity, teamwork, and commitment to continuous improvement.

These funds were collected by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. The GCF has an important role in realizing the Paris Agreement, namely supporting the goal of keeping the average global temperature increase below 2 degrees Celsius.

2000-2003

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009. Since the beginning of 2010, KEMITRAAN took over full responsibility and accountability for the programs and their development.
