About the Position
KEMITRAAN – Partnership for Governance Reform in Indonesia is seeking an experienced and qualified Project Officer to support the effective planning, implementation, coordination, monitoring, and reporting of the PARTISIPASI: Strengthening Civic Space and Citizen Engagement in Indonesia project.
KEMITRAAN has been selected as a Core Group Partner (CGP) under the Indonesia Democratic Participation Program (Partisipasi), funded by the Australian Department of Foreign Affairs and Trade (DFAT). The four-year program, running from July 2026 to May 2030, is convened by The Asia Foundation (TAF) and works with key NGOs to strengthen the consolidation of the democratic movement in Indonesia.
Reporting directly to the Program Manager – Democracy, Justice and Public Service, the Project Officer will support overall project planning and implementation, coordinate project activities and stakeholders, supervise implementation in assigned locations, monitor progress and results, and contribute to the preparation of periodic and donor-specific reports. The position will also work closely with local NGOs, government institutions, civil society organizations, and other relevant stakeholders.
Key Responsibilities
The position will be responsible for:
- Supporting the implementation of the overall project cycle in accordance with the logframe, theory of change, and approved budget.
- Preparing, implementing, and reporting on project activities and developing joint work plans and budgets with the project team.
- Ensuring compliance with project documentation, donor guidelines, and KEMITRAAN policies and procedures.
- Facilitating and organizing training sessions, workshops, Focus Group Discussions (FGDs), and public consultations with partners, communities, government entities, and other stakeholders.
- Ensuring Gender Equality, Disability, and Social Inclusion (GEDSI) principles are integrated throughout project implementation.
- Coordinating technical assistance and support for project staff and partner personnel.
- Supporting project innovation and opportunities to expand project outreach and institutional added value.
- Collecting and synthesizing field data and evidence to support the Monitoring, Evaluation, and Learning (MEL) system.
- Preparing periodic progress reports covering achievements, challenges, lessons learned, and recommendations for follow-up.
- Ensuring proper documentation of field activities, including attendance sheets, photos, videos, event notes, and other supporting documents.
- Identifying operational risks and supporting the development of appropriate mitigation measures.
- Supporting budget planning, expenditure monitoring, procurement, and other administrative and financial requirements.
- Developing Terms of Reference (ToR) for activities, resource persons, facilitators, and local service providers.
- Establishing and maintaining professional relationships with government authorities, donor representatives, partner organizations, CSOs, and community groups.
- Representing the project in coordination meetings at national and sub-national levels as assigned.
- Supporting communication activities and publication products carried out by the Communication Officer.
- Ensuring compliance with donor and KEMITRAAN safeguard policies, including the operationalization of the Grievance Redress Mechanism (GRM) and application of Free, Prior, and Informed Consent (FPIC).
- Contributing to program development, concept notes, proposals, and future program adaptation based on implementation evidence and lessons learned.
Qualifications
Education
- Minimum Bachelor’s Degree (S1) in a relevant field, such as political science, government/public governance, communication studies, public relations, media studies, law, public policy, sociology, social development, or other related fields.
- Good knowledge of democracy, civic participation, social inclusion, gender equality, and disability.
Professional Experience
- Minimum 5 years of experience in project management, facilitation, and community development.
- Minimum 3 years of specialized experience working with civil society organizations and advocacy efforts.
- Extensive knowledge and experience in democracy issues, civic participation, civic education, and countering mis/disinformation.
- Demonstrated commitment to governance reform and a wide multi-stakeholder network.
- Experience working with international institutions is an asset.
