Finance Grant Officer

KEMITRAAN – Partnership for Governance Reform in Indonesia is seeking a Finance Grant Officer to support the effective and compliant financial management of multiple projects and grants.

The Finance Grant Officer will work under the supervision of the Finance Manager/Head of Finance & Grants and collaborate closely with PMU Finance and project partners. The position will support transaction processing, financial verification, donor reporting, audit facilitation, cash and tax management, and the maintenance of complete and accurate financial documentation.

Key Responsibilities

The Finance Grant Officer will be responsible for:

  • Supporting the implementation of financial operational strategies and ensuring compliance with KEMITRAAN and donor policies and procedures.
  • Monitoring financial transactions, identifying financial exceptions and anomalies, and providing accurate financial information and recommendations to management.
  • Administering KEMITRAAN and donor funds, including budget planning, financial recording, monitoring, transaction processing, and documentation.
  • Verifying budget requisitions and revisions, ensuring the completeness and accuracy of financial documents, calculations, bookkeeping, and timely payments.
  • Preparing monthly, quarterly, six-monthly, and annual budget forecasts and expenditure reports.
  • Preparing financial statements and reports through SunSystem or other relevant systems.
  • Monitoring project and fund balances, identifying and correcting budget errors, mischarging, and unposted vouchers.
  • Monitoring accounts receivable and following up on outstanding settlements.
  • Supporting bank reconciliation, fund balance reconciliation, bank transfers, cash-flow forecasting, and tax administration.
  • Supporting audit planning, preparation of audit Terms of Reference, coordination with auditors, and provision of requested documentation.
  • Tracking audit findings and management actions through to resolution.
  • Contributing to finance-related training, knowledge sharing, and the identification of lessons learned and good practices in financial management.

Qualifications and Experience

  • Minimum S-1 degree, preferably in Accounting, Finance, Economics, or a related field.
  • Minimum 5 years of progressively responsible experience in finance and accounting, preferably within NGOs, development organizations, or donor-funded projects.
  • Experience in developing and reviewing project budgets and budget proposals.
  • Good knowledge of institutional donor financial and compliance requirements.
  • Proficiency in Microsoft Excel and Microsoft Office applications.
  • Fluency in written and spoken English and Bahasa Indonesia.
  • Strong communication skills, with the ability to work collaboratively with project teams, partners, and other stakeholders.
  • Ability to work effectively in a changing and complex environment.

These funds were collected by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. The GCF has an important role in realizing the Paris Agreement, namely supporting the goal of keeping the average global temperature increase below 2 degrees Celsius.

2000-2003

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

2003

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009. Since the beginning of 2010, KEMITRAAN took over full responsibility and accountability for the programs and their development.

1999-2000

The Partnership for Governance Reform, or KEMITRAAN, was founded in 2000 following Indonesia’s first free and fair general election in 1999. This historic election is an important step in Indonesia’s efforts to move away from an authoritarian past towards a democratic future. PARTNERSHIP was established from a multi-donor trust fund and is managed by United Nations Development Programme (UNDP) with a mandate to advance governance reform in Indonesia
