About the Position
KEMITRAAN is seeking a Team Leader EnABLE to lead and coordinate the implementation of the Indonesia EnABLE Phase-II Project at the subnational and community levels.
The project, financed by the World Bank through the EnABLE Multi-Donor Trust Fund, aims to enhance the inclusion of marginalized and disadvantaged groups in the East Kalimantan Emission Reduction Program (ERP), particularly Indigenous Peoples and women, through improved awareness of and access to carbon and non-carbon benefits.
The project will benefit marginalized groups in approximately 95 villages across Paser, Kutai Barat, Kutai Kartanegara, and Mahakam Ulu Districts in East Kalimantan. The project also aims to strengthen the capacity of government officials, local organizations, and other stakeholders to support more inclusive ERP activities.
KEMITRAAN is the selected Implementing Agency for EnABLE Phase-II and will manage and implement the project throughout its project cycle.
Key Responsibilities
The Team Leader will lead and manage the project team and oversee the overall implementation of the project, including:
Project Management
- Lead and manage the overall project cycle in accordance with the project logframe and approved budget.
- Ensure compliance with project documents, donor requirements, and KEMITRAAN guidelines, including the World Bank Environmental and Social Framework (ESF).
- Develop project start-up plans, regular implementation plans, progress reports, and key deliverables.
- Establish and implement project monitoring and evaluation systems.
- Coordinate technical assistance and support for project and counterpart staff.
- Ensure timely submission of project progress reports and key deliverables.
- Identify and support opportunities for project innovation and increased outreach.
Financial, Budget and Asset Management
- Ensure compliance with KEMITRAAN’s financial management procedures and expenditure monitoring systems.
- Review monthly project expenditure reports for accuracy and appropriateness.
- Monitor project expenditure against the approved budget and review expenditure projections.
- Coordinate with relevant units to ensure appropriate management of project assets.
Contract Management
- Ensure that contractual obligations to the donor are understood and followed by relevant project staff.
- Ensure quality and timely submission of all agreed deliverables and reports.
- Ensure approved project objectives, outputs, targets, and budgets are achieved.
- Report urgent and serious matters to the relevant line management.
- Ensure effective management and legitimate use of project facilities, assets, personnel, and equipment.
Personnel Management
- Develop and maintain updated job descriptions for relevant project staff.
- Ensure compliance with the Labour Management Plan (LMP).
- Support staff development and encourage greater participation and responsibility, particularly among women staff.
- Ensure staff participation in weekly and monthly work planning.
- Ensure the safety and security of project workers.
- Support the provision of relevant annual and refresher training.
Stakeholder Engagement
- Establish and maintain positive working relationships with institutions involved in the project.
- Liaise with the World Bank Task Team, government agencies, strategic partners, and other stakeholders at national, subnational, and local levels.
- Ensure compliance with the Stakeholder Engagement Plan (SEP).
- Manage regular coordination meetings with local governments and other relevant stakeholders.
- Strengthen relationships with other agencies working in the project’s geographical areas.
- Support narrative and financial reporting requirements and knowledge dissemination.
Team Supervision
The Team Leader will supervise:
- 2 Project Officers
- 1 Finance Manager
- 3 Field Supervisors
- 4 Admin and Finance Assistants
- 1 MEL Specialist
- National Technical Experts
The position will work closely with KEMITRAAN’s Program Director, Finance and Operation Director, Program Manager ESG, Finance & Grants Manager, MEL team, Knowledge Management and Learning Unit, the East Kalimantan Forest Carbon Partnership Facility (EK-FCPF) Project Management Unit, and the World Bank Task Team for EnABLE Indonesia.
Key Qualifications
Education
- Bachelor’s or Master’s degree in social risk, environment and/or natural resource management, social sciences, environmental policy, or other relevant fields.
Professional Experience
- Minimum 8 years of professional experience in environment and natural resources management, including experience in emission reduction programs, climate change mitigation, forestry, and community-based development.
- At least 5 years of successful project management experience at middle to senior level.
- Knowledge of Indonesian legislation, policies, and standards related to environment, natural resource management, and climate change is desirable.
- Previous experience working in an international organization, particularly in forest management, REDD+, climate change, and related areas.
- Extensive networks and positive working relationships with government partners at national and subnational levels, particularly in East Kalimantan, are preferred.
- Knowledge of social and environmental baseline conditions in the project area is an advantage.
