KEMITRAAN – Partnership for Governance Reform works to foster transparent, accountable, and inclusive governance in Indonesia through capacity building, policy advocacy, research, and innovative programs and projects that drive systemic change.

The Strategy & Institutional Growth Directorate plays a central role in ensuring that KEMITRAAN's programmatic and operational activities are strategically aligned, policy-driven, and results-oriented. The Directorate also supports organizational strategy, cross-directorate learning, change management, resource mobilization, and partnership development.

About the Role

The Senior Specialist/Unit Lead – Strategy, Policy, Knowledge & MEL will lead the Strategy, Policy, Knowledge & MEL function under the Strategy & Institutional Growth Directorate.

The role provides technical leadership and coordination across five critical functions: Internal Strategy & Strategic Planning; Quality Standards, Compliance & Policy Frameworks; Monitoring, Evaluation & Reporting; Knowledge Management & Learning; and Change Management, Modernization & Digitalization.

The position will also provide coordination and managerial leadership across the relevant functions and collaborate with senior staff across units and directorates.

Key Responsibilities

  • Lead the development, periodic review, and implementation of KEMITRAAN's Strategic Plan.
  • Facilitate organization-wide strategic planning, annual planning, budgeting, environmental scanning, institutional assessments, and strategic reviews.
  • Ensure alignment between strategic priorities, workplans, budgets, resource allocations, and implementation frameworks.
  • Lead the development and continuous improvement of organizational quality assurance frameworks, standards, technical guidelines, policies, and SOPs.
  • Monitor organizational compliance with approved policies, procedures, standards, and safeguards.
  • Serve as organizational focal point for safeguards compliance, including GEDSI, Environmental and Social Safeguards (ESS), PSEAH, and Child Protection.
  • Lead the organization-wide Monitoring, Evaluation, and Performance Management Framework, including indicators, reporting standards, data quality protocols, and performance monitoring systems.
  • Develop and manage institutional KPI frameworks, dashboards, and performance tracking systems.
  • Coordinate organizational evaluations, strategic reviews, and performance assessments.
  • Lead and supervise the Knowledge Management Specialist in implementing KEMITRAAN's Knowledge Management and Learning Strategy.
  • Oversee the capture, documentation, organization, and dissemination of lessons learned, best practices, innovations, research findings, and other knowledge assets.
  • Lead and oversee organizational change initiatives, business process improvements, modernization, and digitalization.
  • Advise Senior Management on modernization and digital transformation priorities, including technology adoption, automation, data management, digital collaboration, and AI integration.

Qualifications and Experience

  • University degree in Management, Public Policy, Development Studies, Organizational Development, or a related field. A master's degree is an advantage.
  • Minimum 10 years of experience in strategic planning, policy development, organizational policies and compliance, M&E, knowledge management, and learning.
  • Proven track record in leading, designing, and implementing MEL frameworks and organizational policies.
  • Experience working in complex organizations, preferably in international development, NGOs, or government institutions.
  • Strong knowledge of strategic planning methodologies and organizational alignment processes.
  • Extensive knowledge of policy drafting, harmonization, and compliance monitoring.
  • Advanced skills in MEL frameworks, indicators, data collection, and analysis.
  • Familiarity with international best practices, governance standards, and legal compliance requirements.
  • Excellent analytical, problem-solving, communication, and report-writing skills.
  • Proficiency in digital tools for planning, monitoring, and knowledge management, including dashboards and data visualization software.
  • Ability to train and build capacity across diverse teams.
  • Strong interpersonal skills for collaboration across units and stakeholders.
  • Fluency in English and Bahasa Indonesia, both verbal and written.

These funds were collected by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. The GCF has an important role in realizing the Paris Agreement, namely supporting the goal of keeping the average global temperature increase below 2 degrees Celsius.

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009.
