About KEMITRAAN

KEMITRAAN – Partnership for Governance Reform is a nationally anchored organization accredited as a National Implementing Entity (NIE) under the Adaptation Fund (AF) and as a Direct Access Entity (DAE) under the Green Climate Fund (GCF).

To support its fiduciary, programmatic, and reporting responsibilities under climate funding mechanisms, KEMITRAAN has established the Grants Management Unit (GMU), which manages the full grant lifecycle, from project identification and proposal development to implementation, monitoring, evaluation, reporting, learning, and project closure.

About the Role

The Senior Program Officer – Grants Management will contribute to end-to-end project and program management within the GMU. The position combines climate-project design capability, implementation oversight, evidence-based adaptive management, and project closure management.

The Senior Program Officer will support project design and proposal development, project start-up and implementation monitoring, deviation and corrective action management, monitoring and evaluation, reporting and learning, and project closure and transition.

Key Responsibilities

  • Contribute to climate project design, concept notes, proposal development, appraisal, and review.
  • Assess climate rationale, vulnerability, baseline, additionality, priority groups, geographies, and alignment with policy or donor requirements.
  • Review theories of change, results frameworks, indicators, work plans, budgets, risks, safeguards, GESI, MEL, sustainability, and exit strategies.
  • Support project start-up, implementation planning, performance monitoring, and portfolio management.
  • Monitor project progress against approved scope, results, milestones, work plans, budgets, risks, safeguards, and donor conditions.
  • Identify project deviations and contribute to root-cause analysis, corrective actions, recovery plans, and change requests.
  • Support monitoring, evaluation, reporting, evidence verification, and learning processes.
  • Contribute to project evaluations, completion reports, close-out planning, transition, and sustainability arrangements.
  • Maintain project trackers, dashboards, action logs, risk registers, decision logs, and other management records.
  • Coordinate with project teams, implementing partners, consultants, technical reviewers, internal units, and donor counterparts as required.
  • Ensure compliance with KEMITRAAN policies and applicable donor requirements.

Qualifications and Experience

  • Bachelor's degree in development studies, environmental studies, business or public administration, international relations, social sciences, project management, or another relevant field. A master's degree is an advantage.
  • At least 10 years of progressively responsible professional experience in project or program management, portfolio management, climate or development programming, or a closely related function.
  • Demonstrated end-to-end experience across project design, appraisal or proposal development, start-up, implementation management, performance monitoring, adaptive management, evaluation, and closure.
  • Experience designing or substantively reviewing climate change or environmental projects.
  • Experience in project deviation management, root-cause analysis, corrective action or recovery planning, and change control.
  • Experience supporting independent evaluations and translating findings into project or portfolio decisions.
  • Experience in project closure, completion reporting, handover or transition, exit and sustainability arrangements.
  • Working knowledge of donor-funded project requirements and internal controls. Experience with multilateral or bilateral donors, climate funds, foundations, or international development partners is an advantage.
  • Strong knowledge of climate change adaptation and/or mitigation programming, environmental governance, sustainable development, and inclusive or locally led approaches.
  • Strong analytical, organizational, facilitation, and problem-solving skills.
  • Advanced proficiency in Microsoft Office and practical experience with shared document repositories, databases, or dashboard tools.
  • Proficiency in written and spoken English and Bahasa Indonesia.
  • Willingness and ability to travel within Indonesia as required.

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund.
