About the Project
KEMITRAAN (Partnership for Governance Reform) is the implementing agency for EnABLE Phase II, a project financed by the World Bank through the EnABLE Multi-Donor Trust Fund. The project aims to enhance the inclusion of marginalized and disadvantaged groups, particularly Indigenous Peoples and women in the East Kalimantan Emission Reduction Program (ERP) by improving access to carbon and non-carbon benefits.
The project is implemented across selected villages in East Kalimantan and focuses on strengthening inclusive governance, promoting sustainable livelihoods, and supporting low-carbon development through collaboration with government institutions, local communities, and civil society organizations.
To support the implementation of the project, KEMITRAAN is seeking a qualified and experienced professional to fill the position of Project Finance and Administration Manager.
Position Summary
The Project Finance and Administration Manager will lead and coordinate the financial management and administrative functions of the EnABLE Project. The position is responsible for ensuring sound financial planning, budgeting, reporting, compliance with KEMITRAAN policies, and adherence to World Bank financial management requirements.
Working closely with the Project Coordinator, Finance Manager, project team, and relevant stakeholders, the successful candidate will oversee project financial operations, supervise finance and administration staff, support grant management, coordinate financial reporting, facilitate audits, and ensure effective financial monitoring throughout the project lifecycle.
Key Responsibilities
The successful candidate will be responsible for, but not limited to:
- Lead project financial management, budgeting, monitoring, and financial reporting.
- Prepare Quarterly Interim Financial Reports (IFRs), Withdrawal Applications (WAs), annual financial statements, and audit documentation.
- Ensure compliance with World Bank financial management requirements and KEMITRAAN financial policies.
- Monitor project expenditures, cash flow, financial forecasts, and grant utilization.
- Review financial aspects of project proposals and assess the financial capacity of implementing partners.
- Coordinate financial monitoring of grantees and support partner organizations in financial reporting and accountability.
- Maintain complete financial records and documentation to support audits and project assurance activities.
- Coordinate grant disbursements, payments, procurement-related financial processes, and financial administration.
- Supervise the Project Finance and Administration Assistants.
- Collaborate closely with project teams, Finance and Operations Unit, government counterparts, the World Bank, and other stakeholders.
Required Qualifications
Education
- Bachelor's Degree in Accounting or a related discipline.
- Strong knowledge of accounting principles and financial management systems.
- Experience using computerized financial software applications.
Professional Experience
- Minimum 5 years of professional experience in finance and grants management.
- Demonstrated experience managing finances for donor-funded projects, preferably funded by the World Bank, USAID, United Nations agencies, or international NGOs.
- Proven experience in financial monitoring, budgeting, financial reporting, and audit coordination.
- Experience providing financial capacity building or training is an advantage.
