HR and Administration Officer

KEMITRAAN is seeking an HR and Administration Officer to support effective organizational operations through efficient HR administration, employee services, statutory and organizational compliance, and office support.

The HR and Administration Officer will be responsible for managing HR administration and the employee lifecycle, maintaining accurate HR records and HRIS data, supporting payroll and timesheet processes, administering employee benefits and statutory requirements, and ensuring timely HR and Procurement documentation in the World Bank STEP system. The position will also coordinate office facilities, supplies, maintenance, and other support services to ensure smooth day-to-day operations.

Key Responsibilities

  • Manage employment, consultancy, volunteer, and internship contracts, amendments, promotions, salary revisions, and other HR documentation.
  • Maintain complete and confidential personnel files, HR databases, trackers, and archives, including monitoring contract and probation expiry.
  • Support monthly payroll by validating payroll inputs, medical claims, overtime, benefits, leave adjustments, new hires, and exits.
  • Ensure timesheet compliance and submit completed timesheets to Finance by the 3rd working day.
  • Provide HR administrative support throughout the employee lifecycle, including onboarding, HR queries, HRIS administration, insurance, leave, consultant claims, and employee services.
  • Administer and monitor BPJS Kesehatan, BPJS Ketenagakerjaan, insurance, employee benefits, statutory documentation, and key HR deadlines.
  • Support recruitment, induction, training, performance management, HR events, HR-related payments, and implementation of HR policies and SOPs.
  • Maintain accurate HR data, reports, and trackers in KEMITRAAN’s HRIS.
  • Ensure complete, accurate, and timely HR and Procurement documentation in the World Bank STEP system.
  • Coordinate staff and consultant exit processes, including clearance, handover, asset returns, final documentation, and system/email closure.
  • Coordinate office maintenance, facilities, stationery, supplies, cleaning, and other contracted support services.

Qualifications

  • University degree in Administration, Management, Social Sciences, Human Resources, or a related field.
  • Minimum 5 years of progressively responsible HR experience, with exposure to recruitment, onboarding, performance cycle support, payroll/benefits inputs, and records management.
  • Familiarity with training management and HRIS.
  • Strong skills in MS Office, particularly Excel, Word, and PowerPoint.
  • Meticulous with numbers and conscientious in handling confidential information.
  • Experience coordinating employee health insurance and benefit providers.
  • Experience supporting procurement processes for project-related needs.
  • Fluency in written and spoken English and Bahasa Indonesia.

2000-2003

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

2003

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009. Since the beginning of 2010, KEMITRAAN took over full responsibility and accountability for the programs and their development.

1999-2000

The Partnership for Governance Reform, or KEMITRAAN, was founded in 2000 following Indonesia’s first free and fair general election in 1999. This historic election is an important step in Indonesia’s efforts to move away from an authoritarian past towards a democratic future. PARTNERSHIP was established from a multi-donor trust fund and is managed by United Nations Development Programme (UNDP) with a mandate to advance governance reform in Indonesia
