About the Position
KEMITRAAN – Partnership for Governance Reform in Indonesia is seeking two experienced and qualified Senior Program Officers – Grants Management to support the effective management of KEMITRAAN’s climate and development grant portfolio through the Grants Management Unit (GMU).
The position will contribute across the full project cycle, from project design and proposal development to implementation oversight, monitoring, evaluation, adaptive management, reporting, and project closure. The role will also support quality assurance, risk and deviation management, compliance, and coordination with project teams, partners, technical reviewers, and donors.
Key Responsibilities
The Senior Program Officer will support end-to-end project and program management within the GMU, including contributing to climate project design and proposal development, project start-up and implementation management, performance monitoring, deviation and corrective action management, evaluation and learning, and project closure and transition.
The role will also maintain project and portfolio management information, coordinate reviews and follow-up actions, support compliance with KEMITRAAN policies and donor requirements, and ensure that project documentation and decision-making records are accurate, complete, and up to date.
Qualifications and Experience
Applicants should have:
- A bachelor's degree in development studies, environmental studies, business or public administration, international relations, social sciences, project management, or another relevant field. A master's degree is an advantage.
- At least 10 years of progressively responsible professional experience in project or program management, portfolio management, climate or development programming, or a related field.
- Demonstrated end-to-end experience in project design, proposal development, implementation, monitoring, evaluation, adaptive management, and closure.
- Proven experience in designing or reviewing climate change or environmental projects, including theories of change, results frameworks, budgets, risks, safeguards, sustainability, and exit strategies.
- Experience with donor-funded projects and familiarity with multilateral or bilateral donors, climate funds, foundations, or international development partners is an advantage.
- Strong knowledge of climate change adaptation and/or mitigation, environmental governance, sustainable development, and inclusive or locally led approaches.
- Strong analytical, organizational, facilitation, and problem-solving skills.
- Advanced proficiency in Microsoft Office and experience with shared document repositories, databases, or dashboard tools.
- Proficiency in written and spoken English and Bahasa Indonesia.
- Willingness and ability to travel within Indonesia as required.
