About Position
KEMITRAAN – Partnership for Governance Reform in Indonesia is seeking an experienced and qualified Project Finance & Grant Officer to support the effective financial management, grant administration, and accountability of the PARTISIPASI: Strengthening Civic Space and Citizen Engagement in Indonesia project.
KEMITRAAN has been selected as a Core Group Partner (CGP) under the Indonesia Democratic Participation Program (Partisipasi), funded by the Australian Department of Foreign Affairs and Trade (DFAT). The four-year program, running from July 2026 to May 2030, is convened by The Asia Foundation (TAF) and works to strengthen the consolidation of the democratic movement in Indonesia.
Reporting directly to the Program Manager – Democracy, Justice and Public Service, the Project Finance & Grant Officer will be responsible for financial monitoring and audit, financial report verification, procurement administration, due diligence, sub-award management, cash management, and tax administration. The position will ensure transparent and accountable utilization of project resources in accordance with KEMITRAAN policies, procedures, and donor requirements.
Key Responsibilities
The position will be responsible for:
- Developing and implementing internal control frameworks and risk management strategies for project implementation, financial transactions, and grants management.
- Identifying and preventing potential non-compliance related to programme activities, procurement, payroll, financial transactions, and grants.
- Supporting financial management, analysis, forecasting, reporting, and compliance with KEMITRAAN rules, SOPs, Safeguards, and donor policies.
- Reviewing grantee financial proposals and supporting pre-award assessments, due diligence, grant contracting, implementation, monitoring, audit, and closing processes.
- Verifying financial reports and supporting documents submitted by grantees and following up on issues prior to payment or fund disbursement.
- Preparing consolidated monthly, quarterly, and annual financial reports for KEMITRAAN management and the donor (DFAT/TAF).
- Monitoring grant disbursements, cash advances, and the financial performance of partners and third parties.
- Maintaining financial transaction and grant management databases and ensuring complete and audit-ready grant documentation.
- Facilitating project and grantee audits, including audit scheduling, preparation of supporting documents, coordination with auditors and grantees, and follow-up on audit findings.
- Assessing partner financial capacity and supporting capacity building, financial administration coaching, and technical assistance for grantees.
- Supporting procurement processes and ensuring compliance with KEMITRAAN and donor procurement rules and procedures.
- Contributing to programme development and budget formulation for concept notes and proposals.
Qualifications
Education
- Minimum Bachelor’s Degree (S1) in Accounting, Finance, Administration, Economics, or other related fields.
- Diploma III (D3) with substantial relevant experience may be considered.
Professional Experience
- Minimum 5–7 years of professional experience in finance, accounting, and financial administration, preferably within international CSOs/NGOs, UN agencies, or donor-funded development projects.
- Minimum 3 years of substantial experience in sub-grant management, project financial monitoring, and partner capacity building.
- Demonstrated experience in project audits and establishing internal financial control mechanisms.
- Competence in financial software, Microsoft Excel, data warehouse maintenance, and physical/digital archiving systems.
