
Central Sulawesi Province (Sulteng) has become the fifth province to receive a carbon fund incentive of $2.8 million USD as part of the Result-Based Payment Green Climate Fund (RBP-GCF) scheme. This fund presents an opportunity for Central Sulawesi Province to strengthen forest governance, ensure the protection of its 4.27 million hectares of forest, and rehabilitate forests damaged by illegal activities.
In its implementation, KEMITRAAN has been entrusted by the Environmental Fund Management Agency (BPDLH) and the Central Sulawesi Provincial Government to oversee and collaborate with the Forestry Agency, Environmental Agency, and Bappeda (Regional Development Planning Agency) as direct beneficiaries of the RBP funds. This cooperation aims to run programs focused on reducing Greenhouse Gas (GHG) emissions through improved sustainable forest governance, increased resilience, and sustainable community livelihoods.
Activities under the Forestry Agency, which receives 70% of the total $2.8 million USD fund, will focus on strengthening the Forest Management Unit (KPH) and Tahura (Grand Forest Park) units, whose locations are spread across 13 Regencies and 1 City throughout Central Sulawesi. Forest patrol is one of the main activities, aimed at suppressing crimes that damage forests and potentially contribute to carbon emissions.
Meanwhile, the Environmental Agency’s main activity is the formation of 20 new Climate Village Programs (Proklim). This effort supports the Provincial government’s target of establishing 500 Proklims provincially and 20,000 Proklims nationally.
Bappeda will focus its activities on strengthening regulations and conducting strategic studies, such as reviewing the Greenhouse Gas (GHG) inventory, compiling a focused mitigation action plan, developing supportive policies and regulations, and enhancing institutional capacity, including changing the work paradigm in accordance with Circular Letter of the Director-General of PPI No. 1 Year 2024.
As an independent organization promoting good government governance, KEMITRAAN will not only focus on ensuring the quality of the activities but also mainstream governance principles in every process, such as multi-stakeholder participation, transparency, and program accountability.
