BACKGROUND

Social forestry is a policy scheme that provides access to communities around forest areas to manage forests sustainably in order to improve welfare while maintaining ecosystem functions. In addition to being an instrument for resolving tenure conflicts, social forestry also contributes to increasing forest cover and reducing greenhouse gas (GHG) emissions in supporting the Nationally Determined Contributions (NDC) targets. Central Sulawesi Province is one of the regions with significant achievements in the development of social forestry and demonstrates a strong commitment to climate change mitigation and adaptation efforts, including through the implementation of the Results-Based Payment (RBP) program from the Green Climate Fund (GCF).

In supporting the implementation of the RBP program, particularly in strengthening sustainable forest management and increasing the capacity of social forestry groups, concrete support is needed in the aspect of business management, including the provision of production facilities and infrastructure for Social Forestry Business Groups (KUPS). Therefore, this activity is carried out to facilitate the procurement of facilities and infrastructure needed to support the effectiveness of social forestry business management in the post-permit phase. This support is expected to increase production capacity, business sustainability, and contribution to achieving emission reduction targets at the regional level.

PROCUREMENT OBJECTIVES

This procurement aims to provide productive business facilities and infrastructure to improve the capacity and sustainability of KUPS businesses in the Central Sulawesi region.

SCOPE OF WORK

The vendor will carry out the following tasks:

  1. Provide business facilities and infrastructure in accordance with the specifications attachment 1
  2. Ensure the quality and suitability of goods with the needs of the group’s business
  3. Conduct delivery and distribution of goods to the locations
  4. Carry out handover of goods to beneficiaries
  5. Prepare and submit procurement and distribution reports
  6. Provide explanation on the use of equipment (if necessary) to recipients.

IMPLEMENTATION PERIOD

The implementation period of the work is 30 calendar days from the signing of the contract.

SUBMISSION REQUIREMENTS

Vendors are requested to submit:

  1. Company profile
  2. Price proposal
  3. Price quotation letter
  4. Complete Vendor Questionnaire attachment 2
  5. Detailed timeline including transportation
  6. Statement Letter attachment 4

EVALUATION CRITERIA

Evaluation of proposals will consider:

  • Compliance with Technical Specifications 30%
  • Value for Money 20%
  • Reliability of Supply 20%
  • Availability and Delivery Time 15%
  • Vendor experience 15%

TERMS AND CONDITIONS

  1. Vendor Qualification: Vendor must be a legal business entity and have a valid business license in the field of equipment trading, business facilities and infrastructure, general trading and/or procurement of goods and services or other fields relevant to this procurement.
  2. Price Offer: The offered price must include taxes, shipping costs, and other related costs (all-in).
  3. Currency: Offers must be submitted in Indonesian Rupiah (IDR).
  4. Validity Period of Offer: The offer must be valid for a minimum of 120 days from the submission deadline.
  5. Payment Terms: Payment will be made through payment terms as follows:
    • Term 1: 30% After contract signing and procurement plan & delivery schedule
    • Term 2: 50% After goods are ready for shipment (ready stock) with inspection/quality check
    • Term 3: 20% After goods are received complete with Handover Report, distribution documentation, distribution report
  6. Delivery and Handover
    • Goods must be delivered according to the agreed schedule
    • Handover must be evidenced by a Handover Report (BAST)
    • Goods must be in new condition, in good quality, and in accordance with specifications
  7. Warranty and Guarantee: The vendor is required to provide a warranty/guarantee for the goods provided with a validity period of at least 30 (thirty) calendar days from the date of handover. During the warranty period, the vendor is responsible for repairing or replacing goods that are damaged or not functioning properly at no additional cost.
  8. Cancellation: The organizer has the right to cancel the procurement process if the following conditions occur:
    • Vendor is proven to provide incorrect data or documents
    • Vendor does not meet administrative and/or technical requirements
    • Vendor does not meet administrative and/or technical requirements
    • Unreasonable price offer
    • Changes in policy or certain conditions that cause the activity to be unable to be carried out.
  9. Preparation Costs: All costs incurred by tender participants in preparing and submitting the tender cannot be reimbursed. All such costs shall be borne by the tender participants
  10. Procurement Ethics: Vendors must uphold the principles of transparency, accountability, and be free from conflicts of interest
  11. Collaboration and Support from Other Companies: Tender participants are allowed to submit joint offers with other companies, provided that such collaboration must be accompanied by an official support letter from the partner company involved. The support letter must explain the form of cooperation, roles of each party, and commitment of support for the implementation of the work in accordance with this tender document.
  12. Right to Determine the Tender Winner: Unless the provider explicitly states otherwise in the proposal document, KEMITRAAN has the right to determine the tender winner for part of the package (partial) or the entire package (combination), in accordance with the evaluation results and procurement interests.
  13. Ownership of Tender: KEMITRAAN has ownership rights over all documents received in this tender process. As a result, tender participants are not entitled to request the return of tender documents. KEMITRAAN guarantees that tender submissions will remain confidential.
KEMITRAAN has the right to accept or reject part or all of the proposals received, without the obligation to provide reasons for such decisions. All decisions made by KEMITRAAN are final and cannot be contested.

KEMITRAAN does not tolerate corruption or bribery practices, and is committed to listening to and handling all forms of violations committed by staff and vendors of goods/services, contractors.

2016

Pada bulan Maret 2016, KEMITRAAN menerima akreditasi internasional dari Adaptation Fund. Dewan Adaptation Fund, dalam pertemuannya yang ke-27, memutuskan untuk mengakreditasi KEMITRAAN sebagai National Implementing Entity (NIE) dari Adaptation Fund. KEMITRAAN menjadi lembaga pertama dan satu-satunya lembaga Indonesia yang terakreditasi sebagai NIE Adaptation Fund di Indonesia.

2020

Perjanjian ini ditandatangani antara Green Climate Fund (GCF) dan KEMITRAAN. Perjanjian ini meresmikan akuntabilitas KEMITRAAN dalam melaksanakan proyek-proyek yang disetujui oleh GCF.

 

Untuk diketahui, GCF adalah dana khusus terbesar di dunia yang membantu negara-negara berkembang untuk mengurangi emisi gas rumah kaca dan meningkatkan kemampuan mereka dalam merespons perubahan iklim.

 

Dana ini dihimpun oleh Konvensi Kerangka Kerja PBB tentang Perubahan Iklim (UNFCCC) pada tahun 2010. GCF memiliki peran penting dalam mewujudkan Perjanjian Paris, yakni mendukung tujuan untuk menjaga kenaikan suhu global rata-rata di bawah 2 derajat celsius.

2000-2003

KEMITRAAN memainkan peran krusial dalam mendukung pengembangan undang-undang untuk membentuk KPK. Hal ini diikuti dengan langkah mendukung Pemerintah dan DPR dalam memilih calon komisioner yang kompeten dan juga mendukung kelompok masyarakat sipil untuk mengawasi secara kritis proses seleksinya. Setelah komisioner ditunjuk, mereka meminta KEMITRAAN untuk membantu mendesain kelembagaan dan rekrutmen awal KPK, serta memainkan peran sebagai koordinator donor. Sangat jelas bahwa KEMITRAAN memainkan peran kunci dalam mendukung KPK untuk mengembangkan kapasitas dan strategi yang diperlukan agar dapat bekerja seefektif mungkin.

2003

Pada tahun 2003, KEMITRAAN menjadi badan hukum yang independen yang terdaftar sebagai Persekutuan Perdata Nirlaba. Pada saat itu, KEMITRAAN masih menjadi program yang dikelola oleh UNDP hingga akhir tahun 2009. Sejak awal tahun 2010, KEMITRAAN mengambil alih tanggung jawab dan akuntabilitas penuh atas program-program dan perkembangannya.

1999-2000

Kemitraan bagi Pembaruan Tata Kelola Pemerintahan, atau KEMITRAAN, didirikan pada tahun 2000 setelah berlangsungnya pemilihan umum pertama di Indonesia yang bebas dan adil pada tahun 1999. Pemilu bersejarah ini merupakan langkah penting dalam upaya Indonesia keluar dari masa lalu yang otoriter menuju masa depan yang demokratis. KEMITRAAN didirikan dari dana perwalian multi-donor dan dikelola oleh United Nations Development Programme (UNDP) dengan mandat untuk memajukan reformasi tata kelola pemerintahan di Indonesia.
