Background
The implementation of REDD+ (Reducing Emission from deforestation and forest degradation) with a jurisdictional approach, for the first time in Indonesia and even the Asia Pacific region, began in 2023, was the Forest Carbon Partnership Facility – Carbon Fund (PFCF-CF) Program. The East Kalimantan Province will also the first location in Indonesia, with the signing of the Cooperation Agreement (PKS) document facilitated by the Ministry of Forestry between the East Kalimantan Provincial Government and BPDLH (Environmental Fund Management Agency) on February 28, 2023.
EnABLE is a program that will support the implementation of the FPCF-CF program, namely in order to encourage the more improved governance and transparency in sustainable forest management. In addition to contributing to strengthening the distribution of programs, in order to improve and sustain the livelihoods of local communities through the process of strengthening the capacity of indigenous communities and local civil society organizations to be actively involved in the REDD+ implementation process.
EnABLE program also contributes to the implementation of the East Kalimantan Emission Reduction Program (ERP), so that various groups, especially marginalized communities, can access carbon and non-carbon benefits through the implementation of a social inclusion approach. In addition to supporting the implementation of the Benefit Sharing Plan (BSP) of the FPCF Program that is effective and inclusive, by encouraging the development of a better supporting environment for beneficiaries to be actively involved and gain equal access.
Implementation of EnABLE in East Kalimantan Province is also expected to contribute to the implementation process of Indonesia’s National REDD+ Strategy and the achievement of the national target and indicators of a net carbon sink by 2030, especially in the main pillar of inclusion/stakeholder involvement.
Project Purposes
The World Bank EnABLE Project aims to enhance various practices of inclusive approach to various marginalized and excluded groups in the implementation of the East Kalimantan Emission Reduction Program (ERP), with a focus on increasing awareness and increasing access to carbon and non-carbon benefits.
EnABLE was designed by referring to various lessons learned of the first stage, which carried out strategic interventions and developed a supportive environment for optimizing the social inclusion approach in accessing benefits from the Forest Carbon Partnership Facility (FCPF-CF) in the East Kalimantan Province. Namely by referring to the Benefits Sharing Plan (BSP) document, where the main beneficiaries of EnABLE are marginalized groups, especially Indigenous communities and women.
Working Areas
EnABLE program will be implemented in 4 the districts in East Kalimantan Province covering 71 villages/kampungs with 10 villages/kampungs in Mahakam Ulu, 6 villages/kampungs in Kutai Kartanegara, 30 villages/kampungs in West Kutai and 25 villages/kampungs in Paser.
Our Focuses
In order to increase awareness, knowledge and access of marginalized communities in the East Kalimantan Province, EnABLE program facilitates various activities that reach various groups in its three main components.
- Component 1
Component 1 aims to increase the level of peoples’ understanding and knowledge about the ERP program, and to increase the marginalized communities’ access to the benefits of the ERP program. Component 1 focuses on reducing the risks of social exclusion due to limited information, low awareness, and inaccessibility to marginalized groups. This objective will be achieved by strengthening the capacity of the ERP Program implementing institutions so that it runs effectively and inclusively. Both through the development of various instruments, tools, modules and communication materials that increase the understanding of target beneficiaries. - Component 2
Component 2 aims to improve the capacity of local communities from 71 villages/kampungs to access both carbon and non-carbon benefits through the implementation of the Benefit Sharing Plan (BSP). Component 2 specifically focuses on the risks of various social exclusion practices to carbon and non-carbon benefits, such as the low level of participation of various marginalized and poor communities in all village decision-making process, including limited capacity to carry out advocacy. Namely through technical support and capacity building for all the target beneficiaries both: i) to participate in ERP Program activities and ii) to access carbon benefits through the implementation of the Benefit Sharing Plan (BSP). EnABLE will develop partnership with local community organizations that have good work experience and qualifications, especially with Indigenous communities. - Component 3
Component 3 focuses on project management and administration support, monitoring, evaluation and communication processes including the development of grievance redress mechanisms and the application of safeguard principles.
