JAYAPURA – The Provincial Government (Pemprov) of Papua together with KEMITRAAN seeks to accelerate development in Papua that is responsive to climate change. This was marked by the Climate Budget Tagging workshop in the context of low carbon development in Papua at Fox Hotel, Jayapura, on Friday (11/17/2023).
Climate budget tagging is a follow-up to Papua Governor Regulation No. 22 of 2018 on Regional Low Carbon Development Planning (PPRKD) of Papua Province in 2018-2030 and Presidential Regulation No. 24 of 2023 on Papua Development Acceleration Master Plan in 2022-2024.
As is known, climate change mitigation has been mandated in Strategy 13 and 14 in the Perpres, namely increasing climate-resilient and low-carbon development actions in Papua. This is also strengthened in Presidential Instruction No. 9 of 2020 concerning the Acceleration of Welfare Development in Papua and West Papua Provinces.
Secretary of Bappeda Papua Vera A. P. Wanda in her remarks at the workshop expressed the importance of tagging the climate budget in Papua.
She said it was important to assess development. It helps in reflecting on the programs that have been running as well as mapping the opportunities and challenges ahead.
“And we understand and feel that the impacts of climate change have affected our lives. The local government seeks to protect and ensure the welfare of the people of Papua Province, including from the impacts of climate change. This is not easy, and requires the cooperation of all of us,” said Vera.
The same thing was conveyed by the Head of the KEMITRAAN Research Team Hery Sulistyo in his speech conveying the commitment to support climate resilient and low carbon development in Papua as a form of development collaboration.
Heri said the study conducted by the Papua Provincial Government together with KEMITRAAN would later analyze existing policies and programs, as well as mark the budget that could be linked to climate change management activities.
“So that we can see to what extent the policy implications that have been implemented by Papua Province have supported the commitment to sustainable development and Indonesia’s commitment to tackling climate change,” said Heri.
The one-day workshop took place at FOX Hotel Jayapura and was attended by 30 participants from 11 regional apparatus organizations related to climate change in Papua. The workshop aims to look at regional budgeting allocations for programs and activities that are in line with mitigation and adaptation to climate change impacts through budget tagging. Budget tagging is identified in the Work Plan and Budget Utilization Document (DPA) for 2021 – 2023.
After climate budget tagging, the Papua Provincial Government’s budget posture is reviewed to produce recommendations at the central and local levels. The recommendations will serve as a reference in formulating development policies by mitigating the impacts of climate change in Papua.
