II. Organizational Context
Partnership for Governance Reform (KEMITRAAN) is a multi-stakeholder organization established to promote governance reform. It works hand-in-hand with government agencies, CSOs, the private sector, and international development partners in Indonesia to bring about reform at both the national and local levels. KEMITRAAN builds crucial links between all levels of government and civil society to sustainably promote good governance in Indonesia.
Since our inception in 2000, KEMITRAAN has established a wide range of multi-stakeholder networks at all levels. We work together with the government in mainstreaming good governance principles in public policy making, implementation and monitoring phases with evidence-based approach.
The second phase of the Enhancing Access to Benefits while Lowering Emissions (EnABLE) Project seeks to improve the inclusion of marginalized and disadvantaged groups in the East Kalimantan Emission Reduction Program (ERP) by increasing awareness and access to carbon and non-carbon benefits. Building on lessons from the first phase, it will implement strategic interventions to create a supportive environment for social inclusion under the Forest Carbon Partnership Facility (FCPF) in line with the Benefit Sharing Plan.
The Community and Development Specialist will be hired to design and implement strategies that strengthen community engagement and capacity-building for low-carbon livelihoods in East Kalimantan. Working closely with marginalized groups, including indigenous communities and women, the specialist will promote sustainable practices and alternative income opportunities. They will also assess and develop viable low-carbon economic initiatives that align with community needs and the goals of the Emission Reduction Program (ERP) under the Forest Carbon Partnership Facility (FCPF).
The specialist will also design and implement training programs for local CSOs, NGOs, and community groups to strengthen their capacity in proposal development and securing funding for sustainable projects. Through cross-sector partnerships and collaboration with experts in sustainable finance, village planning, and environmental governance, the specialist will help create business models that maximize carbon benefits and ensure fair resource distribution. The goal is to promote long-term environmental sustainability while enhancing local livelihoods through active participation in climate initiatives.
III. Deliverables
Comprehensive training modules and manuals for ERP-aligned proposal development.
A set of viable, low-carbon livelihood options tailored to the local context.
Capacity-building workshops and ToT sessions conducted for project staff, local NGOs, and community groups.
Developed and approved project proposals from village communities aligned with ERP funding schemes.
Reports on CSO capacity assessments and training impact evaluations.
Strategy documents outlining community engagement and low-carbon livelihood approaches.
IV. Qualifications
Education: Bachelor's degree in Community Development, Environmental Science, Sustainable Development, Social Sciences, Agriculture, Forestry, or Natural Resource Management. (A Master’s degree is preferred but not mandatory.)
Experience :
Minimum of 5 years of experience in community development, environmental management, or sustainable livelihoods.
Experience working in East Kalimantan and a strong understanding of local dynamics would be considered an advantage.
Experience in facilitating capacity-building initiatives for communities, NGOs, or government organizations.
Experience in promoting low-carbon or sustainable practices in communities.
