II. Organizational Context
Partnership for Governance Reform (KEMITRAAN) is a multi-stakeholder organization established to promote governance reform. It works hand-in-hand with government agencies, CSOs, the private sector, and international development partners in Indonesia to bring about reform at both the national and local levels. KEMITRAAN builds crucial links between all levels of government and civil society to sustainably promote good governance in Indonesia.
Since our inception in 2000, KEMITRAAN has established a wide range of multi-stakeholder networks at all levels. We work together with the government in mainstreaming good governance principles in public policy making, implementation and monitoring phases with evidence-based approach.
The second phase of the Enhancing Access to Benefits while Lowering Emissions (EnABLE) Project seeks to improve the inclusion of marginalized and disadvantaged groups in the East Kalimantan Emission Reduction Program (ERP) by increasing awareness and access to carbon and non-carbon benefits. Building on lessons from the first phase, it will implement strategic interventions to create a supportive environment for social inclusion under the Forest Carbon Partnership Facility (FCPF) in line with the Benefit Sharing Plan.
To achieve the objectives of this project, Kemitraan is seeking to recruit a Village Planning Specialist. This position is responsible for delivering technical assistance and advisory services in the development of emission reduction initiatives at the village level, ensuring their alignment with village development planning and regulatory frameworks. The role involves identifying opportunities and strategies for incorporating emission reduction programs into the village’s annual and mid-term development plans.
The specialist will facilitate capacity-building and training activities for project staff, government officials, and targeted beneficiaries on integrating emission reduction activities into regular village governance and planning. Responsibilities also include assisting in the preparation of modules, guidelines, and training evaluation reports required by donors and stakeholders, as well as contributing to the development of knowledge products and communication materials related to village governance and planning for emission reduction initiatives.

Village planning framework integrating emission reduction objectives.
Policy recommendations for mainstreaming emission reduction initiatives into village development plans.
Training modules, guidelines, and reports for capacity-building activities.
Community engagement reports and documentation of local participation.
Best practices and lessons learned from project implementation.
IV. Qualifications
Education:
Bachelor’s degree in Environmental Planning, Natural Resource Management, Forestry, Sustainable Development, or a related field.
Additional certifications or coursework in participatory land use planning, GIS, monitoring and evaluation (M&E), or sustainable rural development are beneficial.
Experience :
At least five years of experience in community-based environmental or rural development planning, particularly in emission reduction or climate adaptation projects.
Experience working in East Kalimantan and a strong understanding of local dynamics would be considered an advantage.
Demonstrated experience working with village-level governance structures, development plans, and integrating environmental or climate objectives.
Knowledge of East Kalimantan’s governance and village planning context, especially in Kutai Kartanegara, Mahakam Ulu, Kutai Barat, and Paser, is highly desirable.
