About the Position

Kemitraan is seeking a Project Manager, Project Management Unit (PMU) to provide overall leadership and accountable delivery of Kemitraan’s field operations in Tenggarong, East Kalimantan.

The Tenggarong-based PMU supports the implementation of Kemitraan’s field-level programs in East Kalimantan. Currently, the PMU manages activities under the International Climate Initiative (IKI)-supported Western Pacific Sustainable Peatland Management (SAGU) Project, while also being structured to support additional environmental, governance, and community-based projects in the future.

The SAGU Project is a multi-country initiative implemented across Indonesia, Malaysia, and Papua New Guinea, aimed at halting or reducing peatland ecosystem degradation. The project focuses on strengthening peatland mapping and monitoring, improving policy and planning instruments, expanding community education and outreach, and promoting sustainable peatland management and livelihood innovations.

As Project Manager, the successful candidate will lead project planning and delivery, stakeholder engagement, quality assurance, team management, financial management, procurement coordination, and reporting. The position will also ensure compliance with IKI/BMUV and consortium procedures and contribute to the project’s monitoring, learning, and reporting mechanisms.

Key Responsibilities

Resource Mobilization and Stakeholder Engagement

  • Coordinate donor and SAGU consortium communications, meetings, and follow-ups.
  • Prepare project updates, briefs, and visibility materials and maintain stakeholder mapping and engagement trackers.
  • Coordinate inputs to fundraising proposals and reporting, including narrative and budget assumptions.
  • Establish and maintain relationships with government agencies and other project stakeholders at national and regional levels.
  • Facilitate learning opportunities for counterpart staff and agencies based on project implementation.

Project Preparation

  • Lead the development of annual, semester, quarterly, and monthly project work plans and procurement plans.
  • Ensure project plans link deliverables, timelines, dependencies, and resources.
  • Coordinate staff participation in the development of weekly and monthly work plans.
  • Review approved project outputs and indicators to ensure they are appropriate and realistic.
  • Coordinate the drafting of the Project Operations Manual (POM) and ensure alignment with relevant SOPs.
  • Plan project inception workshops and orientation activities.

Project Management and Quality Assurance

  • Take responsibility for the overall project management cycle, including project planning, implementation, reporting, and quality project closure.
  • Lead day-to-day delivery, monitoring, and reporting.
  • Maintain an integrated implementation plan and risk/issue logs.
  • Coordinate evaluations and ensure compliance with quality standards, FGRM, and safeguarding requirements.
  • Manage grant allocations and support evidence-based decision-making.
  • Mobilize and manage technical assistance and support for project staff and counterpart agencies as required.

Team Management

  • Set KPIs and conduct performance reviews.
  • Coordinate onboarding and training plans.
  • Manage team routines and address routine HR matters in coordination with HR/Operations.
  • Ensure the safety and security of project staff in line with organizational policies and procedures.

Financial Management

  • Coordinate budgeting, expenditure control, and cash flow.
  • Lead financial reviews with partners and the PMU and oversee asset management.
  • Monitor and review expenditure to ensure compliance with financial management procedures.
  • Ensure timely and high-quality donor financial reporting.
  • Oversee grantee financial supervision, including visits and follow-up action plans.

Procurement

  • Lead procurement planning with the Procurement Unit and program teams.
  • Ensure complete and appropriate TORs/specifications and evaluation criteria.
  • Coordinate procurement processes and timelines.
  • Monitor vendor performance and contract management.
  • Manage contracts with partners and service providers.
  • Provide timely reports to line management and ensure all required reports are submitted on time.

Key Deliverables

  • Timely, quality-assured inputs to biannual and annual reporting, including complete evidence packages for each activity.
  • Detailed project work plan and procurement plan with milestones and dependencies.
  • Integrated performance dashboard and monthly progress reports with risk registers.
  • Donor financial reports with reconciliations and partner supervision reports.
  • Updated stakeholder database and engagement log with monthly engagement summaries.

Key Performance Indicators

  • At least 85% of monthly tasks delivered on time.
  • At least 80% of new issues resolved within 30 days.
  • 100% of reporting deadlines met.
  • No overdue critical risks without mitigation.
  • BvA variances and procurement cycle times maintained within agreed thresholds.

Qualifications and Experience

  • Master’s degree or Bachelor’s degree with substantial experience in environmental management, forestry, public administration, social sciences, or a related field.
  • Minimum 7 years of experience in project management, preferably in environmental governance, community development, or climate-related projects.
  • Demonstrated experience working with government agencies at district and provincial levels.
  • Strong leadership, coordination, and team management skills.
  • Experience with donor-funded projects, preferably IKI/BMUV-funded projects.
  • Excellent communication and stakeholder engagement skills.

2000-2003

KEMITRAAN played a crucial role in supporting the development of legislation to establish the KPK. This was followed by steps to support the Government and DPR in selecting competent commissioner candidates and also supporting civil society groups to critically monitor the selection process. After the commissioners were appointed, they asked KEMITRAAN to help with the institutional design and initial recruitment of the KPK, as well as play the role of donor coordinator. It is clear that KEMITRAAN plays a key role in supporting the Corruption Eradication Commission to develop the capacity and strategies needed to work as effectively as possible.

2016

In March 2016, KEMITRAAN received international accreditation from the Adaptation Fund. The Adaptation Fund Board, in its 27th meeting, decided to accredit KEMITRAAN as National Implementing Entity (NIE) from the Adaptation Fund. KEMITRAAN is the first and only Indonesian institution to be accredited as a NIE Adaptation Fund in Indonesia.

2003

In 2003, KEMITRAAN became an independent legal entity registered as a Non-Profit Civil Partnership. At that time, KEMITRAAN was still a program managed by UNDP until the end of 2009. Since the beginning of 2010, KEMITRAAN took over full responsibility and accountability for the programs and their development.
