About the Program
The Mangrove for Coastal Resilience (M4CR) Project is an initiative of the Government of Indonesia aimed at supporting the implementation of sustainable mangrove ecosystem management policies, comprehensive conservation efforts, and strengthening multi-sectoral coordination platforms at both national and sub-national levels. The program also promotes engagement with key stakeholders, including Civil Society Organizations (CSOs) and the private sector, to achieve integrated, effective, and equitable mangrove governance.
Through this collaborative approach, mangrove conservation is expected not only to contribute to environmental protection but also to enhance the economic and social well-being of coastal communities that depend on these resources.
The M4CR Project operates at the grassroots level using a participatory village development approach, aiming to promote sustainable mangrove management and community economic empowerment through the development of Mangrove Management Villages (Desa Mandiri Peduli Mangrove – DMPM).
KEMITRAAN will participate in the selection process for the implementation package of the M4CR Project, particularly for the DMPM component in East Kalimantan and Riau Provinces. In this regard, KEMITRAAN invites expressions of interest from qualified experts and staff who are interested in contributing to the implementation of this project.
Purpose of the Expression of Interest
This call aims to identify potential candidates with relevant expertise and experience to support the effective, participatory, and sustainable implementation of the DMPM program.

General Scope of Work
- Facilitate the planning and implementation of the DMPM program at the village level
- Support the integration of mangrove rehabilitation into village development planning documents
- Conduct community facilitation and institutional strengthening activities
- Coordinate with stakeholders at local and national levels
- Prepare and submit progress reports in accordance with project standards
General Qualifications
- Minimum educational background relevant to the applied position (High School/Diploma/Bachelor’s/Master’s degree)
- Relevant professional experience (minimum 1–5 years depending on the position)
- Strong communication, coordination, and teamwork skills
- Understanding of village development, community empowerment, and/or natural resource management
- Willingness to be based at the assigned locations
- Not currently engaged in any contractual obligations with other institutions
Preferred Qualifications
- Candidates originating from or based in East Kalimantan or Riau Provinces
- Experience working with government programs or non-governmental organizations
- Relevant certifications or professional portfolios
