Project Context
KEMITRAAN is currently anticipating a funding opportunity from DFAT Australia called the PARTISIPASI Program, which focuses on democracy. This program is expected to launch in April 2026 with a budget of AUD 22.2 Million.
PARTISIPASI is an initiative designed as a continuation of the Democratic Resilience Pilot Program, aligned with the development priorities of both Indonesia and Australia. The program aims to strengthen democratic resilience and inclusive participation in Indonesia, with alignment to national development goals and long-term governance strategies.
To achieve these objectives, PARTISIPASI will engage strategic partners and stakeholders at both the national level (Jakarta) and across key subnational areas, including Aceh Province, South Sulawesi Province, and the Special Region of Yogyakarta. Program activities will focus on addressing challenges to democratic participation and enhancing the capacity of local actors to foster accountable, participatory governance.
KEMITRAAN – The Partnership for Governance Reform – with its proven experience in promoting good governance, transparency, and democratic strengthening across Indonesia, will play an active role in supporting PARTISIPASI. Through targeted capacity building, technical assistance, and stakeholder engagement, KEMITRAAN will contribute to achieving the program’s intended outcomes at both policy and community levels.
Under the direction and supervision of the designated supervisor, the Safeguarding Specialist will provide advice, develop standards, and support Core Group and Collaboration Partners to put systems, processes and practices that reflect DFAT standards.
Key Functions and Tasks
Strategic Engagement, Risk Management and Safeguards
- Ensure that all Core Groups understand and abide by DFAT safeguarding
- Provide guidelines to Core Groups and CSP on Safeguarding policy expected standards of behaviours, and how to report any suspicions via established internal reporting mechanism.
- Develop a safeguards plan for the CSP, socialise this plan and provide regular safeguards training for all Component 2 partners
- Design and deliver training in line with safeguarding shared service materials on awareness raising and other capacity building activities.
- Collaborate with and provide advice to Core Groups to fulfill safeguarding responsibilities
- Ensure safeguarding risk assessment are carried out, including risk identification and the identification of tangible mitigation actions.
- Lead and coordinate with Core Groups for developing the safeguarding report and submit in a timely manner.
- Identify the needed resources to implement the safeguarding strategy and advocate to Lead Convenor to better prioritize and mainstream safeguarding

- Ensure safeguarding and protection risk are included in all risk assessments.
- Work with Core Groups to ensure that all complaint mechanisms properly work and refer cases to the appropriate actors.

Technical competencies
- Deep understanding of safeguarding and safe programming, gender sensitivity, organizational values, policies, and feminist principles.
- Professional experience in capacity building and supporting (coaching, mentoring, oversight) partners on safeguarding.
- Demonstrated experience adapting organization-specific safeguarding content including training, policy, awareness raising, and communications tools for use by Core Groups.
- Experience or strong understanding of survivor–centered case management and investigations of safeguarding incidents.
- Experience in knowledge management and learning to ensure findings in safeguarding influence practice in real-time.
- Strong experience developing accountability mechanisms, including community-based complaint mechanisms.
Qualifications
Education
Bachelor's degree in law, social or relevant field
Experience
- Minimum ten (5) years of progressive experience in safeguarding, child safeguarding, PSEA.
- Demonstrated experience in both capacity building and technical assistance on Safeguarding.
- Proven track record managing donor compliance,
- Hands-on experience improving policies, internal controls, and finance systems/automation.
Languages
Full professional proficiency in English and Bahasa Indonesia (written and spoken) is required
