KEMITRAAN through the Adaptation Fund (AF) Pekalongan Program invites qualified professional firms/consultants to submit Expressions of Interest (EOI) for the selection of Technical Planning and Supervision Consulting Services for the Rehabilitation of Communal MCK Buildings in Pekalongan City.
The Adaptation Fund (AF) Pekalongan Program focuses on improving adaptive sanitation facilities to reduce the risk of water-borne diseases in flood- and tidal flood-prone areas. Based on joint monitoring results with relevant local government agencies (OPD) in October 2025, there is a need for structural rehabilitation and supporting utility improvements at 13 Communal MCK locations across 7 urban villages in Pekalongan City, including the need for alternative clean water sources.
Therefore, a competent and experienced technical planning and supervision consultant is required to ensure that the rehabilitation implementation is safe, proper, sustainable, and in accordance with technical standards.
SCOPE OF ASSIGNMENT (SUMMARY)
The selected consultant will carry out the following tasks:
A. Technical Planning
- Preparation of Detailed Engineering Design (DED)
- Preparation of Cost Estimate (RAB) and Bill of Quantity (BoQ)
- Preparation of Work Plan and Technical Specifications (RKS)
- Design of MCK buildings that are: Adaptive to floods/tidal floods Inclusive and friendly to vulnerable groups and women Compliant with sanitation and safety standards
- Planning of alternative clean water sources (Rainwater Harvesting System/PAH or other systems)
B. Technical Supervision
- Supervision of the implementation of Communal MCK rehabilitation
- Monitoring of work quality, volume, timeline, and occupational safety
- Preparation of weekly, monthly, and final supervision reports
IMPLEMENTATION PERIOD
Total implementation period: 120 (one hundred twenty) calendar days, consisting of:
- Technical Planning (DED): 30 calendar days
- Construction Supervision: 90 calendar days (adjusted to the construction implementation schedule)
SELECTION MODE
Selection will be conducted based on the consultant’s qualifications and experience, with the following criteria:
- Relevant company experience
- Technical capacity and methodological approach
- Competence of key experts

- Client list or references (if any)
