I. Position InformationTitle : Consultant to Develop Corruption Risk Index on Government Procurement - USAID Integritas ProjectLocation: Jakarta
II. Project BackgroundThe goal of INTEGRITAS is to support the Government of Indonesia (GOI) in its corruption prevention efforts through enhancing civic engagement and strengthening a culture of integrity for both the public and private sectors. INTEGRITAS seeks to enhance Indonesian civil society capacity and role to more effectively partner with and support key GOI oversight institutions, while simultaneously ensuring sufficient preventative and oversight mechanisms are in place in the public and private sector.The activity will cooperate and work with government and non-government key actors to achieve this goal through two interrelated intermediate results (IRs):• IR 1: Implementation of transparent policies and practices that reduce conflicts of interest (COIs) increased.• IR 2: Public education on, awareness of, and participation in anti-corruption efforts improved.
The government procurement sector is still a thriving field for corrupt practices in Indonesia. Based on KPK data as of January 10, 2024, corruption in the procurement of goods/services is still the second largest corruption case after gratification/bribery. In the period 2004-2022, KPK has handled 1,351 corruption cases, of which around 277 cases (20%) occurred in the field of goods/services procurement.
As one of corruption prevention efforts in the public procurement area, in December 2023 KEMITRAAN and Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) signed MoU of collaboration to strengthen the transparency on public procurement. One of the activities is to support LKPP to develop a corruption risk index. This index aims to help the government in analyzing the risk area of corruption in public procurement.
Following that, KEMITRAAN is seeking applications from qualified consultants with extensive experience in developing index in the anti-corruption area and having great knowledge and experience in public procurement will be preferred. The detailed tasks are listed under the sections of this document on Expected Outputs (Activities, Services and Work) / “Scope of Work”. Dana ini dihimpun oleh Konvensi Kerangka Kerja PBB tentang Perubahan Iklim (UNFCCC) pada tahun 2010. GCF memiliki peran penting dalam mewujudkan Perjanjian Paris, yakni mendukung tujuan untuk menjaga kenaikan suhu global rata-rata di bawah 2 derajat celsius.
