JAKARTA – In order to improve integrity in the goods and services procurement sector, KEMITRAAN in collaboration with the Government Procurement Policy Agency (LKPP) developed a corruption risk index. Currently, the process has reached the Corruption Risk Index Validation Test stage. The event, which took place at Ashley Hotel Jakarta on Tuesday (15/10/2024), was attended by 55 participants, including procurement staff from various ministries and local government agencies. The purpose of the event was to test the Corruption Risk Index instrument developed to detect corruption risk indicators in public procurement processes.
Corruption in public procurement has become one of the most prevalent cases in Indonesia. Between 2015 and 2022, the Corruption Eradication Commission (KPK) reported more than 200 cases of procurement-related corruption, causing state losses of more than IDR 10 trillion. The Corruption Risk Index, developed by LKPP with the support of the INTEGRITAS Program, aims to address this issue by providing a structured system to detect and prevent corrupt practices.
Raden Ari Widianto, Director of Legal Issues Handling at LKPP, emphasized the importance of this initiative. With the index, the potential for corruption, especially in the procurement sector, can be immediately minimized.
“The Corruption Risk Index is an important tool in our fight against corruption. By identifying potential risks early, we can take proactive steps to prevent corruption in public procurement. This validation test phase is very important to ensure the reliability and effectiveness of the instrument,” he explained.
Lensi Mursida, Chief of Party of USAID INTEGRITAS said the same thing. Lensi said, the development of the Corruption Risk Index will save the state budget from potential corruption and leakage due to ineffective and inefficient use.
“We from KEMITRAAN as the INTEGRITAS Program Lead and LKPP affirm our joint commitment to transparency and accountability. The Corruption Risk Index is not only a prevention tool, but also a symbol of our dedication to ensuring that public resources are used responsibly and for the benefit of society.”
The INTEGRITAS program supported by USAID has significantly contributed to the fight against corruption, particularly in the public procurement sector. With the development of the Corruption Risk Index, INTEGRITAS is helping to strengthen systems that detect potential corruption early on, so that preventative measures can be taken immediately. This is part of a broader effort to ensure that the procurement process in the public sector is transparent and accountable, and free from corrupt practices.
The results of this validation test will form the basis for refining the instrument, with a planned follow-up to implement the index across the national procurement system. It is hoped that this effort will strengthen the anti-corruption foundations of Indonesia.
