Project Context |
IDH and Kemitraan have entered into a collaborative partnership to assist the government of Aceh in enhancing the effectiveness of the Program Management Unit (PMU) for the sustainable development of palm oil in Aceh from 2023 to 2045. This partnership is a part of the ongoing commitment to promote sustainable palm oil plantations in the province, addressing the various challenges encountered at the grassroots level when implementing principles of sustainable natural resource management. To advance this initiative, Kemitraan is developing programs at both the provincial and district levels, specifically in Aceh Timur and Aceh Tamiang. At the provincial level, Kemitraan will focus on strengthening the functionality of the PMU, with particular emphasis on two key working groups: Working Group 1 (Land Legality) and Working Group 4 (Deforestation and Grievance Mechanism). The aim of this initiative is to make the PMU fully operational, ensuring it plays an effective role in coordinating efforts to achieve sustainable palm oil development goals. Expected outputs at the provincial level include the preparation of a document outlining the PMU's institutional framework, the development of a final draft decree for the Aceh Province Deforestation and Grievance Monitoring Team (TPDD), reports on capacity-building activities, and findings on operational challenges related to the PMU. At the district level, Kemitraan will support the alignment of the Production, Protection, and Inclusion (PPI) Compact initiative in Aceh Timur. This involves developing more technical aspects of sustainable palm oil implementation, including baseline data, protocols, and other relevant information to assess the potential of palm oil production and the conditions at the district level. The district-level implementation must be aligned with provincial commitments to sustainable palm oil plantation development. This alignment is essential to create a district model that adheres to sustainable principles, with appropriate data, regulations, and information in place. Such a model would help advance the Aceh government's overall commitment to sustainable palm oil development. To achieve the goals of this partnership, Kemitraan will recruit relevant experts and professionals to implement the initiative. These experts will play a crucial role in providing technical assistance, building capacity, and ensuring that the initiative is carried out in line with the set targets and objectives. Their expertise will be instrumental in navigating the challenges at both the provincial and district levels, helping to create a more sustainable and resilient palm oil industry in Aceh. |
Functions / Key Results Expected |
The Provincial Facilitator will play a central role in the implementation of the Sustainable Palm Oil (SPO) Roadmap at the provincial level in Aceh. Summary Key function and results Expected: S/he will serve as a Provincial Coordinator of the project team with the following responsibilities: 1. Guide and direct PMU Team in implementation of formulation/establishment process for the Provincial Decree on Deforestation Monitoring and Grievance Mechanisms (TPDD) 2. Develop a Formal List of Roles and Responsibilities for TPDD Lead the process of defining and formalizing the roles and responsibilities of the TPDD members in accordance with the new provincial decree. 3. Coordinate Capacity Building for TPDD Design and implement training programs to build the capacity of TPDD members, ensuring they have the necessary skills to monitor deforestation, handle grievances, and implement the agreed-upon protocols. 4. Facilitate the Alignment of GTRA with the Cultivation Registry (STDB) Coordinate with the Agrarian Reform Task Force (GTRA) to ensure the successful alignment of land registration processes with the palm oil cultivation registry (STDB) in Aceh. |
Recruitment Qualifications |
Education: Undergraduate degree in environment and/or natural resource management, forestry, environmental policy and or other relevant fields. Advance degree is preferred. Experience: 1. At least 7 years of professional experience in environmental governance, natural resource management, or related areas, with a focus on working with provincial or local governments. Experience with palm oil sustainability initiatives and deforestation monitoring is highly desirable. 2. Strong understanding of Indonesia’s palm oil sector and sustainability challenges, familiarity with national and international sustainability standards (such as RSPO), and a deep understanding of Indonesia’s environmental policy landscape. 3. Previous experience of working with government, private and CSOs with focus on institutional development of multistakeholdes organization in forest and land use sector (especially in sustainable production and landscape approach) 4. Familiarity with Aceh’s local environmental, political, and social context is an asset, including experience working with provincial and district-level government institutions.; 5. Previous experience of working and sound knowledge of social and environmental baseline condition in the Project area is plus advantage. |
