II. Project ContextKEMITRAAN has been requested by UNEP to assist and provide services as PMU support agency to Ministry of Land Affairs and Spatial Planning (ATR) for the Implementation Phase of RIMBA Ecosystem Connectivity Project (re: RIMBA) in three cluster of forests landscape ecosystems (i.e. Riau, Jambi and West Sumatera) in Sumatra Island. The main objective of the project is: To protect biodiversity and to increase carbon stocks across the RIMBA critical landscape of Sumatra by enhancing forest ecosystem connectivity through green economic development. Specifically, it will:
KEMITRAAN will provide support to the NEA to assign the PMU and PIU personnels and coordinate the implementation of the Project throughout the project cycle based on the agreed annual work plan and liaise with the NEA. In ensuring the effectiveness of project implementation KEMITRAAN will recruit a Finance Officer that will assist and coordinate the project financial management and reporting throughout the Project (PCA between UNEP and KEMITRAAN).
The Finance Officer will provide support to appropriate staff with internal and external reporting in line with KEMITRAAN’s financial policy and procedures. S/He will ensure the project is in line with KEMITRAAN’s requirement, including responsible for reporting, communication and other financial related matters of the project.
The Finance Officer will be based in Jakarta and work closely with Project Coordinator, RIMBA PMU and PIU staffs, Monitoring, Evaluation and Learning Specialist, Admin & Procurement Officer, Finance & Administration Assistants, Consultants and Advisors, Government institution (NEA), UNEP, and other staffs within KEMITRAAN’s office.
III. Functions / Key Results ExpectedS/he will serve as leader and coordinator of the project team with the following responsibilities:

Recruitment QualificationsEducation:• Bachelor’s Degree (or equivalent), preferably in Accounting; Competence and demonstrated experience in the use of computerized systems, including financial software applications is essential;• Have general understanding on accounting and project software; Competency as Trainer or Facilitator on financial management and planningExperience:• At least 5 years work experience in the finance management field, preferably with UN agencies, or international NGOs;• 3-5 years of substantial experience in finance with a demonstrated track record on financial monitoring of projects;• Competence and demonstrated experience in the use of computerized systems, including financial software applications is essential;• Excellent verbal and written communication skills;• Strong interpersonal skills, attention to detail, discretion and high integrity are imperative;• Ability and willingness to work with people of different backgrounds and to contribute constructively to a working environment based on mutual respect and trust;• Can work in a team as well as individually, ability to work under minimum supervision.

This agreement was signed between Green Climate Fund (GCF) and PARTNERSHIP. This agreement formalizes KEMITRAAN’s accountability in implementing projects approved by the GCF.
For your information, the GCF is the world’s largest special fund that helps developing countries reduce greenhouse gas emissions and increase their ability to respond to climate change.
These funds were collected by the United Nations Framework Convention on Climate Change (UNFCCC) in 2010. The GCF has an important role in realizing the Paris Agreement, namely supporting the goal of keeping the average global temperature increase below 2 degrees Celsius.
