The Finance and Operations Director (FOD) reports directly to the Executive Director (ED).
He/she works to ensure that KEMITRAAN manages and uses funds in a way that demonstrates
best value for money, guarantees first-class financial governance and control, rigorous cost control and the effective use of resources and underpins the financial sustainability of the organization. He/she plays a treasury role of the organization which includes cashflow, investment, financial risks management, compliance to regulations, grantmaking, as well as the financial aspects of resource mobilization and financial reporting to donors.
The FOD’s portfolio also includes human resources management, procurement, legal and
contracting, audit, IT services, and general administration. The FOD ensures that Project Management Units (PMUs) have sound financial management capacity that allows projects to deliver optimally while in compliance to KEMITRAAN financial policies and procedures. The FOD is part of KEMITRAAN Senior Management Team (SMT) and supervises Finance and Accounting Manager, Grants and Project Finance Manager, Human Resources Manager, Procurement and General Services Officer and IT Manager.
III. Functions / Key Results Expected
Summary of Key Functions:
- Leadership and quality assurance on financial management.
- Leadership and oversight of the overall people management.
- Oversight of the entire procurement process for the integrity, efficiency and cost
effectiveness of goods and services acquisition; supervision of general service provision. - Oversight of all aspects of the organization’s information technology, legal and contractual
matters. - Leadership in change management of operations-related aspects.
IV. Recruitment Qualifications
Education: A degree in accounting or financial management is a must. Another
degree/advanced degree in other relevant areas is an advantage.
Qualification:
- Demonstrated high-level skills in accounting and financial management.
- Demonstrated knowledge in HR, procurement and general services, IT and change management.
Experience: - 10 years of relevant experience in development in a governmental,
multilateral or civil society organization in a multi-cultural setting; - Senior level management responsibilities of similar size and complexity.
- 10 years’ experience, which at least seven (7) years in a leadership
role, with demonstrated success in with demonstrated success in managing teams, office operations, and budgets. - Knowledge and experience of the not-for-profit sector, preferably of non-governmental organizations, and regulatory compliance is an additional asset.
- Demonstrated skills in developing, managing and evaluating financial and administrative plans and policies.
- Demonstrated experience in financial planning and analysis, contracts and legal compliance. Strong analytical skills with ability to set priorities, complete work with minimal supervision, and able to meet deadlines.
- Experience working with government and donors.
- A thorough knowledge of accounting’ssoftwares and systems
- Experience of project management, delivering complex outcomes within budget.
