II. Project Context
KEMITRAAN is a non-governmental organization that has long been involved in climate change prevention efforts and provides support to local communities and affected stakeholders by assisting in climate change mitigation and adaptation. Since 2016, it has been selected as the National Implementing Entity (NIE) for the Adaptation Fund, and in 2021, KEMITRAAN was also selected as an Accredited Entity (AE) for the Green Climate Fund for Indonesia.
One of the Adaptation Fund programs implemented since July 2021 is the project titled "Protecting-Preserving-Conserving Towards Resilience: A 3S Approach to Building Coastal City Resilience to the Impacts of Climate Change and Natural Disasters in Pekalongan City, Central Java Province", a collaboration between KEMITRAAN and the Pekalongan City Government, supported by the Adaptation Fund (AF). Pekalongan City is one of the areas most severely affected by climate change in the coastal region of Central Java. The impacts of climate change have not only destroyed community livelihoods but also affected social and cultural aspects.
In response, the AF Pekalongan program aims to address challenges in developing climate resilience and enhancing community capacity in the face of climate change through the development of alternative livelihoods, institutional strengthening, and community economic groups.
To accelerate and support the performance of the AF Pekalongan Program Management Unit (PMU) in its final phase to achieve program outputs, KEMITRAAN is seeking one staff member to serve as a Climate Change Officer (CCO - Coastal). This person should be reliable and possess specific expertise in empowering coastal communities, acting as a liaison both vertically (with institutions) and horizontally (with the team), and working with the AF Pekalongan team to build sustainable community independence while also serving as a role model internally for building a solid team. The CCO will work under the guidance and coordination of the Adaptation Fund Project Coordinator.
The CCO, along with other AF Pekalongan staff, is expected to facilitate and mobilize community groups in the program target areas, support project consultants, and engage stakeholders in strengthening sustainable livelihoods, as well as collaborate with stakeholders and program consultants in developing methods and planning for economic empowerment.
III. Functions / Key Expected Results
- Act as a liaison both vertically (to the ESG Directorate via the Project Coordinator) and horizontally (to the AF Pekalongan team) to ensure effective communication and shared understanding of the project;
- Coordinate and/or facilitate the AF Pekalongan team in planning/preparing activities through to reporting;
- Review and update (if necessary) the logic framework, Theory of Change, results framework, monitoring and evaluation plan, project strategy, procurement plan, and budget absorption plan;
- Coordinate with the project assistant and finance officer regarding the schedule and activities of the project “Protecting-Preserving-Conserving Towards Resilience: A 3S Approach to Building Coastal City Resilience to the Impacts of Climate Change and Natural Disasters in Pekalongan City, Central Java Province”;
- Collaborate with other staff (both horizontally and vertically) to generate and develop project ideas and support successful implementation;
- Ensure compliance with rules and procedures.
IV. Recruitment Qualifications
Education:
Minimum of a Bachelor's degree in fields related to environment, forestry, agriculture, marine sciences, social sciences, or other relevant disciplines.
Experience:
- Minimum of 2 years of experience in climate change projects, facilitation, and participatory research;
- Understanding of the political environment related to climate change and the forestry sector;
- Experience working with international organizations is an advantage.
- Proficiency in both English and Indonesian, spoken and written.
