{"id":3249,"date":"2023-11-24T15:55:10","date_gmt":"2023-11-24T08:55:10","guid":{"rendered":"https:\/\/kemitraan.or.id\/publication\/constraints-confusion-and-compliance-gender-quota-analysis-of-2024-dpr-ri-candidate-lists\/"},"modified":"2023-11-24T17:26:18","modified_gmt":"2023-11-24T10:26:18","slug":"constraints-confusion-and-compliance-gender-quota-analysis-of-2024-dpr-ri-candidate-lists","status":"publish","type":"publication","link":"https:\/\/kemitraan.or.id\/en\/publication\/constraints-confusion-and-compliance-gender-quota-analysis-of-2024-dpr-ri-candidate-lists\/","title":{"rendered":"Constraints, Confusion, and Compliance: Gender Quota Analysis of 2024 DPR RI Candidate Lists"},"content":{"rendered":"\n<p>On August 29, 2023, Indonesia\u2019s Supreme Court <a href=\"https:\/\/putusan3.mahkamahagung.go.id\/direktori\/putusan\/zaee4e172af64c7eba92313431333130.html\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"ek-link\">struck down<\/a> the General Election Commission\u2019s (KPU) revised gender quota formula (<a href=\"https:\/\/jdih.kpu.go.id\/detailpkpu-4a65546b5241253344253344\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"ek-link\">PKPU No. 10\/2023<\/a>), noting that it was in violation of the 30% threshold mandated in the <a href=\"https:\/\/peraturan.go.id\/id\/uu-no-7-tahun-2017\" target=\"_blank\" rel=\"noreferrer noopener\" class=\"ek-link\">2017 Election Law<\/a>, and ordering the KPU to revise its policy. Yet, despite the ruling, the KPU has yet to release a revised policy that guarantees at least 30% representation of female candidates in a given constituency and simply issued a statement advising parties to take notice of the Supreme Court ruling. Furthermore, on November 4, 2023, the KPU released Final Candidate Lists (Daftar Calon Tetap &#8211; DCT) from the 18 political parties registered to run in the 2024 General Election using the defunct threshold calculation.\u00a0\u00a0<\/p>\n\n\n\n<p>As the DCT has yet to be revised in line with the Supreme Court\u2019s ruling, KEMITRAAN conducted the following analysis and prepared an interactive tool to highlight a variety of aspects of the issue.&nbsp;<\/p>\n\n\n\n<p>The first map highlights constituencies in which political parties\u2019 DCTs fall short of the 30% threshold. Areas colored green indicate a party\u2019s list was compliant, whereas areas identified in red indicate a candidate list with less than 30% women on the DCT. Accordingly, we then developed a map highlighting overall the number of parties per constituency that comply with the 30% threshold.
