When access to formal financial institutions is limited, loans from moneylenders and mobile banking services become easily accessible options. However, such convenience often comes with a heavy repayment burden.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This situation was one of the reasons why the Women\u2019s Resource Development Center (PPSW) Jakarta supported Cina Benteng women in establishing the Lampion Merah Abadi Women\u2019s Resource Development Cooperative (KWPS Lampion Merah Abadi) on August 7, 2022. The cooperative has since grown into more than just a place to save and borrow money.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The journey began with things closely connected to everyday life. The women learned how to manage savings, maintain financial records, understand how a cooperative works, and develop businesses. Some members entrusted their products to the cooperative for sale. Salted eggs, snacks, clothing, soy milk, and various homemade products began to be marketed through a space they built together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For some women, these opportunities may have seemed small. But for those who had previously spent most of their time at home, having a place to meet other women and engage in activities together represented a significant change.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02826-1024x576.jpg\" alt=\"\" class=\"wp-image-13127\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02826-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02826-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02826-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02826-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02826.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Dewi, one of the cooperative\u2019s administrators, once described how this space works. The cooperative became a place where economic activities and relationships among members came together. When women came to save money or consign their products, they also met, talked, and exchanged experiences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This was where the journey of KWPS Lampion Merah Abadi began to move in a broader direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The women who gathered through the cooperative brought more than stories about business and the need for capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There were issues with civil registration documents. Some children did not yet have identification documents. Some women experienced violence. There were cases of child marriage. There were also experiences of how women were viewed within their families and communities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PPSW Jakarta then expanded its support through basic cooperative training, civil registration administration, bookkeeping, and discussion series on gender equality, disability, and social inclusion. Members also gained knowledge about preventing child marriage and violence against women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes that emerged were not simply the result of women gaining new knowledge. They began to understand that the issues they had been facing were connected to rights and public services that fall under the responsibility of the government. Civil registration was one example.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before the support was provided, ownership of Child Identity Cards (KIA) in Belimbing Village was still very low. Data from PPSW Jakarta showed that nearly 99 percent of the 217 children in the village did not have a KIA. Through continued support and the involvement of community cadres, 55 KIAs have since been issued.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02850-1024x576.jpg\" alt=\"\" class=\"wp-image-13128\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02850-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02850-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02850-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02850-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02850.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Women who had previously been unfamiliar with handling administrative matters gradually began to understand how public services work. Chen Fie was among them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before joining the cooperative, she spent most of her time at home. She took care of her family and various domestic responsibilities. When she was later entrusted with leading KWPS Lampion Merah Abadi, she began participating in various activities, meeting with government representatives, and becoming involved in matters she had never dealt with before.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She learned how to process birth certificates, family cards, and KIAs. She then used this knowledge to help other residents who faced similar difficulties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperative gradually became one of her bridges. Over time, cooperative activities also led women to confront a broader question: to what extent could they take part in determining the issues affecting their community?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leadership training and GEDSI discussion sessions became spaces to explore this question. Women were not only encouraged to understand the issues they faced, but also to see the connection between their everyday experiences and the social structures that often place women in a lower position.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02815-1024x576.jpg\" alt=\"\" class=\"wp-image-13129\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02815-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02815-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02815-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02815-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02815.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">For Chen Fie, the process changed the way she viewed herself. She began to realize that women have responsibilities not only toward their families, but also have the right to express their opinions and take part in community affairs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This growing confidence became an important asset when cooperative members began communicating with local governments and various government agencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This journey did not take place through a single activity. The ability to speak up grew through repeated meetings, through experiences of expressing needs, through attempts to negotiate, and through the courage to enter spaces that had previously felt unfamiliar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Women\u2019s participation, therefore, did not stop at simply being present in a forum. There was a long process of building their capacity so that their voices could be expressed and taken into consideration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The issue of violence against women then brought the cooperative into another form of engagement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2024, the Lampion Merah Task Force was established as part of efforts to prevent and report violence against women. Cooperative members became involved in identifying problems, receiving reports, and connecting them with institutions authorized to provide appropriate assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This step was important because violence against women often takes place in spaces that are difficult for formal institutions to reach. It occurs within households and is often regarded as a family matter that should not be known by others.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The presence of a women\u2019s group at the community level created another entry point for addressing these issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperative did not take over the role of the government or service providers. Instead, women developed the capacity to identify problems and connect residents with parties that could provide appropriate assistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where the relationship between community organizations and government began to take shape: communities have knowledge of issues at the local level, while the government has the authority and service mechanisms.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02864-1024x576.jpg\" alt=\"\" class=\"wp-image-13130\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02864-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02864-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02864-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02864-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02864.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">When the two can be connected, access to protection becomes more possible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The journey of KWPS Lampion Merah Abadi also developed through efforts to look again at what Cina Benteng women already possessed. One example is the skill of knitting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For previous generations, knitting was once part of the lives of Cina Benteng women. However, the skill gradually declined due to changing times, limited access to materials, and fewer people who could teach it. Since October 2024, knitting training has once again been provided for Cina Benteng women.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The results have included not only products such as bags, wallets, brooches, and keychains. Through the process, women have also rediscovered a skill that once existed within their community.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There are also knitted cake covers used in Chinese New Year prayer traditions. Today, only a few people still possess the skills required to make them. This skill demonstrates that economic activities and cultural preservation do not always have to be separated.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02772-1024x576.jpg\" alt=\"\" class=\"wp-image-13131\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02772-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02772-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02772-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02772-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02772.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">This approach highlights something important in community development: development does not always have to begin by providing something new.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes, what is needed is to look again at what already exists, such as knowledge, skills, social networks, traditions, and people\u2019s experiences, and then create spaces where these assets can grow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the context of Cina Benteng women, knitting is one example of how local knowledge can once again become part of economic activities while maintaining their connection to their cultural identity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nearly four years after its establishment, KWPS Lampion Merah Abadi has developed into a women\u2019s organization with activities that extend far beyond its original purpose.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperative continues to perform its economic functions. Members still save, borrow, and run businesses. But along the way, other capacities have grown: managing an organization, speaking in front of others, understanding public services, building relationships with government, helping residents process documents, and participating in violence prevention.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02868-1024x576.jpg\" alt=\"\" class=\"wp-image-13132\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02868-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02868-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02868-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02868-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02868.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperative\u2019s assets, which have now reached nearly IDR 450 million, are one indicator of this development. However, the success of the cooperative cannot be measured only by the amount of assets it has accumulated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Women who were previously unfamiliar with visiting government offices have begun to understand how to access public services. Women who initially ran businesses only from home have gained a space to market their products. Women who once felt they lacked the capacity to speak have begun to express their opinions with greater confidence. And issues that were previously considered private matters have begun to be brought into collective discussions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This process has also changed how women view development. They are no longer only positioned as recipients of programs. They are beginning to become part of a community group that can communicate its needs, build relationships with government, and participate in finding solutions to issues affecting their surroundings.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The journey of Lampion Merah Abadi demonstrates that inclusive development governance requires more than good policies. It requires citizens who are able to access those policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of Cina Benteng women, the barriers were not always in the form of rules that prohibited them from doing something. There were more everyday barriers: not knowing where to go to access a service, being unaccustomed to speaking with government officials, lacking networks, lacking confidence, or feeling that certain issues were not something they could discuss in public spaces.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02735-1024x576.jpg\" alt=\"\" class=\"wp-image-13133\" srcset=\"https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02735-1024x576.jpg 1024w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02735-768x432.jpg 768w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02735-300x169.jpg 300w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02735-1536x864.jpg 1536w, https:\/\/kemitraan.or.id\/wp-content\/uploads\/2026\/09\/DSC02735.jpg 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The cooperative has helped break down some of these barriers through a gradual process. It began with economic needs, bringing women together. From these meetings, trust grew. From trust came the courage to learn. Through learning, they began to recognize their rights and available services. From there, relationships with government and spaces to express community interests began to open up.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This sequence demonstrates that economic empowerment and governance do not actually stand apart from one another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When women have a strong organization, they have a space to discuss their needs. When they understand their rights and available services, they can engage with government institutions on a more equal footing. And when the government opens spaces for collaboration with community organizations, development has a greater opportunity to reach groups that have often remained less visible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The journey is not yet over. The cooperative still needs to strengthen its institution, expand its membership, maintain the sustainability of its businesses, and ensure that the knowledge gained does not remain concentrated among only a few people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Continued support is also needed so that various initiatives, from economic activities and civil registration to women\u2019s protection and cultural preservation, can develop into sustainable practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For KWPS Lampion Merah Abadi, the cooperative has ultimately become more than a means for women to gain access to capital. It has become a space where women build the capacity to engage with their social environment and the institutions around them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From there, the journey toward more inclusive development is no longer solely a government agenda.
