The position combines climate-project design capability, implementation oversight, evidence-based adaptive management, and project closure management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Senior Program Officer will support project design and proposal development, project start-up and implementation monitoring, deviation and corrective action management, monitoring and evaluation, reporting and learning, and project closure and transition.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Key Responsibilities<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Contribute to climate project design, concept notes, proposal development, appraisal, and review.<\/li>\n\n\n\n<li>Assess climate rationale, vulnerability, baseline, additionality, priority groups, geographies, and alignment with policy or donor requirements.<\/li>\n\n\n\n<li>Review theories of change, results frameworks, indicators, work plans, budgets, risks, safeguards, GESI, MEL, sustainability, and exit strategies.<\/li>\n\n\n\n<li>Support project start-up, implementation planning, performance monitoring, and portfolio management.<\/li>\n\n\n\n<li>Monitor project progress against approved scope, results, milestones, work plans, budgets, risks, safeguards, and donor conditions.<\/li>\n\n\n\n<li>Identify project deviations and contribute to root-cause analysis, corrective actions, recovery plans, and change requests.<\/li>\n\n\n\n<li>Support monitoring, evaluation, reporting, evidence verification, and learning processes.<\/li>\n\n\n\n<li>Contribute to project evaluations, completion reports, close-out planning, transition, and sustainability arrangements.<\/li>\n\n\n\n<li>Maintain project trackers, dashboards, action logs, risk registers, decision logs, and other management records.<\/li>\n\n\n\n<li>Coordinate with project teams, implementing partners, consultants, technical reviewers, internal units, and donor counterparts as required.<\/li>\n\n\n\n<li>Ensure compliance with KEMITRAAN policies and applicable donor requirements.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Qualifications and Experience<\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bachelor&#8217;s degree in development studies, environmental studies, business or public administration, international relations, social sciences, project management, or another relevant field. A master&#8217;s degree is an advantage.<\/li>\n\n\n\n<li>At least 10 years of progressively responsible professional experience in project or program management, portfolio management, climate or development programming, or a closely related function.<\/li>\n\n\n\n<li>Demonstrated end-to-end experience across project design, appraisal or proposal development, start-up, implementation management, performance monitoring, adaptive management, evaluation, and closure.<\/li>\n\n\n\n<li>Experience designing or substantively reviewing climate change or environmental projects.<\/li>\n\n\n\n<li>Experience in project deviation management, root-cause analysis, corrective action or recovery planning, and change control.<\/li>\n\n\n\n<li>Experience supporting independent evaluations and translating findings into project or portfolio decisions.<\/li>\n\n\n\n<li>Experience in project closure, completion reporting, handover or transition, exit and sustainability arrangements.<\/li>\n\n\n\n<li>Working knowledge of donor-funded project requirements and internal controls.
