Significant Achievement

The Partnership, using its multi-stakeholder approach, has successfully generated sustainable impacts in the following areas:

 

 

Corruption Eradication

 

  • Built national anti corruption awareness with a comprehensive survey of corruption (2000 – 2002) and provided support to anti corruption movements throughout the country.
  • Helped establish and strengthen the Corruption Eradication Commission (KPK), Judicial Commission (KY) and Witness and Victim Protection Agency (LPSK).
  • Saved public money with the annulment of PP 37 on salary and allowance increases for members of the House of Representatives and local councils.
  • Formulated a regulation that adopts the United Nations Convention against Corruption (UNCAC), a national strategy on anti corruption Supported the deliberation of a draft Law for the Anti Corruption Court
  • Conducted review of court decisions in corruption cases with law schools in 31 universities in Indonesia which triggered an initiative by KPK (the Anti Corruption Commission) and KY (Judicial Commission) to implement similar methodology to improve the quality of judges, prosecutors and court clerks.
  • Actively involved with the network of anti corruption CSOs pressuring the government and the Parliament to pass Anti Corruption Court Bill into Law.
  • Galvanized anti corruption CSOs to support two KPK Chairmen being victimized during the Cicak vs Buaya drama.

 

Community Forestry

 

  • Built a network of national and local partners, including six Community Foundations (CFs), which support community access to the Community Plantation Forests & Community Forest areas in 71 districts in 22 provinces.
  • Initiated payment for Environmental Services for the Tahura Nipa-nipa & Gunung Kidul communities.
  • The issued Permenhut No. 18/2009 guaranteeing the rights of communities to manage forests, and PermenhutNo. 49/2008 which guarantees the rights of villagers to clear the land surrounding their village.
  • Helped change the “community forest management rights” from 5 years to 35 years and “community plantation rights” from 5 to 60 years.
  • · Facilitated the creation of 23,000 hectares of CBFM (Community-Based Forest Management)

 

Electoral Reform

 

  • Supported revisions to the election laws since 2004.
  • Contributed to the increase in the number of women representatives in the Parliament by 7% in 2004, and the 18% in the increase in five provinces, i.e. West Java, Central Java, East Java, North Sumatra and North Sulawesi.
  • Contributed to Braille printing in cooperation with PPU Penca since 2004.
  • Opened access to civil society monitoring in 2004 and 2009 Elections.
  • Supported the management of 2009 Election with assistance to 46 Election regulations.

 

Decentralization

 

  • Supported revisions to the election laws since 2004.
  • Contributed to the increase in the number of women representatives in the Parliament by 7% in 2004, and the 18% in the increase in five provinces, i.e. West Java, Central Java, East Java, North Sumatra and North Sulawesi.

Human Rights Promotion

 

  • Peaceful and safe 2004 Elections through support of Mantap Brata operations.
  • Formulated alternative recommendations for the management of terror prevention and eradication.
  • Assisted the Mobile Brigade Unit of the National Police to understand the universal principles of human rights.
  • Increased recognition of prisoners’ rights through public awareness campaigns, training and the creation of complaint centers.
  • Promoted human rights values to Muslim communities in Indonesia.
  • Conducted gap analysis study on UNCAT (United Nations Convention against Torture) and Indonesian legal framework.
  • Assisted network of CSOs to develop monitoring tool on National Action Plan on Human Rights (RANHAM) on prevention of torture.
  • Developed and published the first edition of Torture Perception Index (TPI) to measure and prevent the practice of torture by law enforcement agency in five cities (Jakarta, Surabaya, Makassar, Lhokseumawe and Banda Aceh).

 

Climate Change

 

  • Developed a baseline on Climate Change readiness.
  • Increased the readiness of Indonesian stakeholders at the Global Climate Negotiations.
  • Supported a multistakeholder process for REDD pilot development.
  • Supported the National Climate Change Council in public awareness raising activities.

 

MDGs Achievement

 

  • Enhanced civil society awareness of MDGs in 10 provinces.
  • Facilitated pro-poor policies to support the achievement of MDGs in various regions.
  • Helped secure an increase of 4% in the 2008 health and education budget for DKI Jakarta province.
