Indonesia has developed a Regional Action Plan on Corruption Eradication, known as the RAP-CE. In 2009 the legal basis for the national action plan expired therefore Kemitraan supports to develop the necessary Presidential Regulation to extend the mandate. It was also necessary to expand the scope of the plan to make it compliant with the UNCAC.
In line with the above, Kemitraan supports the improvement of capacity, competence and coordination of the key institutions such as the KPK, the State Audit Board (BPK), the Public Prosecutors, the Courts, and PPATK (Financial Transactions Reporting Centre). Simultaneously, since comprehensive, integrated and applicable strategy and plan to eradicate corruption at provincial level is not in place yet, Kemitraan also supports the effort to ensure that the commitment of provincial governments is institutionalized.
The project has developed a manual for conducting the RAP-CE in cooperation with the Directorate of Law and Human Rights of the Bappenas. Such manual serves as a guidance to all local and regional stakeholders in conducting the RAP-CE. In cooperation with Bappenas, five pilot project areas have been selected, i.e., Medan, Palembang, Cirebon, Surabaya and Samarinda. Training of trainers has also been conducted in these pilot areas. In addition, draft Ministry Regulation under BAPPENAS on Coordination, Monitoring, Evaluation and Reporting of Stranas PK has been finalized. Presidential Decree No. 55/2012 in Kabupaten Rokan Hilir on budgeting for the formulation of action plans on corruption prevention and eradication has been finalized and included into APBD 2013 Rokan Hilir Municipality.
